Size up two sizes - it runs extremely tiny

This runs really small in size and width. I cannot return because it was on sale. I am a big client of Macy's and this was made wrong. When I took it out of the box I knew immediately that my size 8 was more of a size 6.5 - it looked small. It was small. I now have a pair of boots that I cannot wear.
