the stand constantly tips over

I purchased this for indoor use for my son. no matter what I tried, the stand tips over & you fall out of the chair EVERY TIME. I had to put it away because I do not want him or anyone to fall over and get injured. It was assembled correctly & I tried many ways to weigh down the bottom bars of the stand & nothing helps.
