Its a fancy tank top

Very short, BUT very cute. Wore with yellow shorts and it was perfect. Glad I bought it, but it is way too short to work as a dress (for reference, I am 5'7"). The sequins are nice and it seems to be well made; the back is unique.

runs weirdly small and short

This dress run extremely small. I always order size 5 in junior size but this dress are too small and see through.
