Runs very SMALL!!!!

It's a pretty top, but it runs very small, like 2 sizes. The material is rough. Not sure if I want to size up??

Trying it in a larger size

According to the chart I wear a small . I wear a small in most shirts. This was definitely tight under the arms but I liked the looks.
