Sizes are off and not comfortable

Made in different country than previous pairs I own. I normally wear a medium. Previous pairs I own I had to buy small because medium was too big. Now the medium fits me but waist was made differently and it felt snug. Something has changed with this brand. Not sure if they are cutting back on quality to save money?
