Neckline is snipped every 2 inches or so

Top would be nice if perfect. Problem is that bias edging on neck is snipped with regularity every 2 inches or so. I purchased 3 and all have the same defect. I have never seen anything like this before. How can Macys sell defective clothing and call them “distress details?”

Holes in the neckline

The top is nice with the exception of the strange holes in the neckline. When we bought the item online we didn’t notice that detail. Looks like a mistake.
