Size Chart Is Way Off/ Runs Small, No Support

Sizing runs small and seller refuses to exchange or even return and process a new order for the same price. Before ordering I checked the size chart shown on the page. I measured my daughter since you never know with youth sizes. I ordered the size that should have fit her but when it arrived it was two sizes too small. I measured the shirt itself and it’s at least and inch and a half smaller in the chest length than the size chart stated (that’s 3 inches off in the overall size). I contacted the seller and was told that they don’t do exchanges, but that I could return the shirt, wait weeks for a refund, and reorder. The prices had gone up $9 since I ordered so I asked if I could at least have them do a price adjustment, but they said no.
