i ordered 2 watches, got 1, and nobody can help me

i bought 2 watches together in 1 order, but i only got 1. Firstly, i tried to contact the seller directly, hope they can check if any other package to me ? no response. i tried again, no response either. so i contact macys service, they told me they will send my request, and then no information for several days. then i contact again, they asked me to contact the seller, and i told them i did, no response! the agent said, they will report it and give me confirmation soon. whatever, i tried to contact the seller again, if any other package, or they just made mistake to ship me 1 item? because here is a warehouse, if they did ship another package, i need the traking number. in my order, there is only one tracking number and in that package only 1 item. what the hell! 1 week passed, no response from the seller, no confiramation from macys. and just now i contacted macys, the agent told me my request was declined, and i have to call consumer protection! the worst expierence in macys
