Order not delivered and Macys charging me to pay.

I ordered this shirt and few items for my husband, never delivered and never received it. I think there was a computer glitch. tracking show it was delivered the second day; it was ordered. Not possible. Macys is charging me for their own problem. it's unbelievable.
