confused

I ordered a size 16 got a small this is not the size I ordered it is really nice but I'm not shure this is the correct size couse not even a 16 would be a small I'm disappointed I really needed this dress now I have to go and return and reorder should I get 2 sizes bigger but it says it fits to the size
