Charter pull on pants

I have purchased 6 pair of this style. My first few pair were size 6. It seemed they did not fit snugly enough at the waist so I began ordering a size 4. The size four is a bit difficult putting on due to the smaller size, but they are fine. However they also tend not to fit snugly enough at the waist. With both sizes I seem to be continually pulling them up. I love this style of waist band, but somehow the elastic needs to be a bit different so they stay in place. I wish this issue could be fixed. I am a petite, but since these are ankle length I buy the regular size so they fall at full length.
