Looks small, smells bad

[This review was collected as part of a promotion.] I ordered this jacket as a gift for my nephew. It was delivered today and I immediately noticed a chemical smell coming from the package. When I opened the package the smell was more intense, like insecticide. I removed the jacket from the package, it also had that smell, as did the shorts I ordered to go with it. Both items looked small for the size (3T) but I don't know if they fit my nephew as I will not risk his health by giving him clothes that reek of chemicals. I am returning both items.
